I did consider bars like what you described, but I went with what has been working for me on the other two bikes.About a year ago I converted my 82 Schwinn World Sport Road Bike with these VO Postino Bars and love them. You could keep the shifters/brake levers in the same position as they are now but this would be a disadvantage since you will have to change hand positions to be able to reach them (especially problematic when you have to brake suddenly) assuming your hands are on the top of the bars and not near the shifters/brakes. No matter what modern adaptations you need to your traditional urban bike, wehave a Dutch-inspired ride for you. Some of these are junk (and single speed), but some are pretty good (and 7 speed, with probably a few 21 speed units). OTOH, when you are going fast downhill with curves and bumps and all the other things that actually happen in riding, there is a safety factor to a braking position that resists your momentum as the bike slows.

These have a width of 525 mm and a stem height which is quoted as 300 mm but which I measure as 280 mm. To me (and, I think, most cylists), a touring bike is a drop-handlebar bike similar to a racing bike, but with more relaxed geometry, mounts for racks and fenders, and longer seat-stays so that your heels don't hit your panniers.There are plenty of ways to set up drop bar levers such that they are awkward to use, and reach can be an issue. THESE ARE THE TYPE OF HANDLEBARS THAT PEOPLE LOVE ON THEIR BIKES AS ITS MORE LIKE THE DUTCH HOLLAND TYPE VERY UPRIGHT RIDING POSITION. And if you're not comfortable even on a ride as short as 5km, I'd say your bike is a long way from fitting you.

I have used handlebars that are comfortable for me for daily commuting and city riding for over 65 years, been comfortable for day trips of over 100 miles too. We may have an apple to oranges situation with definitions, but the other advantage when I switched to the Dutch bars and hand brake levers (instead of brifters) was I was able to brake more effectively. You might get some mileage out of moving the saddle forwards on its rails, but that will also change your position with respect to the pedals.When riding my touring bike I very often find myself sitting as upright as I can while still holding the handlebar with the tips of my fingers, and I think, "only if this handlebar would curve towards me.
